Crime Control and Prevention District
What is a Crime Control & Prevention District (CCPD)?
A CCPD is a special district authorized by Texas State Law to support crime control and prevention initiatives. It focuses on enhancing public safety, covering operational expenses, and funding capital purchases for law enforcement agencies. The CCPD is particularly beneficial for smaller cities that face similar crime challenges as large metropolitan areas but lack comparable resources and funding.
Why do we need the CCPD?
By the year 2026, the city’s population will have doubled and will continue to grow with the current development plans including the new residential subdivisions, which could bring over 500 new residents within the city’s jurisdiction. Additionally, new commercial development that will lead to increased demand for public safety services.
Utilization of CCPD Funds
The CCPD funds will be used for:
- financing the construction of a new police station,
- covering costs related to new officers, recruitment, and training,
- upgrading equipment and technology,
- acquiring new vehicles,
- supporting crime prevention and partner programs such as treatment and prevention initiatives, fostering community cooperation, and enhancing court and prosecution services.
Funding for the CCPD
The CCPD will be funded by reallocating a portion (1/2%) of the current sales tax (1/2%) dedicated to economic development. Specifically, the proposed CCPD will receive 1/4 cent. Economic development will receive the remaining 1/4 cent. THIS REALLOCATION DOES NOT RESULT IN A TAX INCREASE OF ANY KIND. The overall sales tax rate will remain unchanged, regardless of the proposition election outcome.
Impact on the City’s General Fund
The CCPD will alleviate approximately $1M from the general fund currently allocated to the police department. These freed resources can then be redistributed to other city needs, such as quality-of-life projects.
Duration of funding
If the proposition election for fund reallocation is approved, the CCPD will operate for five years. After this period, citizens will vote again to determine it’s continuation.
What is on the ballot?
BALLOT PROPOSITION A - VOTE “FOR” OR “AGAINST”
The creation of the Montgomery Crime Control and Prevention District dedicated to crime reduction programs, the adoption of a proposed sales and use tax at a rate of 1/4 of 1%, and to maintain the same overall sales tax rate in the City, the reduction of the sales and use tax currently levied by the Montgomery Economic Development Corporation from a rate of 1/2 of 1% to 1/4 of 1%.
In summary, what is PROPOSITION A?
- PROPOSITION A does not result in an increase in taxes.
- PROPOSITION A does not change the overall sales tax rate.
- PROPOSITION A would reallocate MEDC funding to the MCCPD at a rate of 1/4 of 1%
